I have a question for any visitor not residing in Malaysia,
What is the motor vehicle tinted glass/window rule is your country ? Or is there any rule at all ? [Leave your comment please]
There has been some ongoing debate about this rule in Malaysia. Transport cop going to start issuing tickets to those having tinted glasses after July, a few days ago.

There is someone even trying to make some money out of it, tagging it with approval seal, oh ! That means it can be bought with money and they give you hologram sticker, waa-laa

Anyway, from street level talks.
A few lady drivers told me this story (car owner that put many obstructing sticker/shade on their car because they did not want to flaunt the rule.) To make it obscure to prying eyes of outsiders for a reason.
Rules aside for a moment.
Due to the escalating crime rate. Many drivers do not feel safe even driving. There has been numerous cases of robbery involving motorcycling robbers taking on car drivers. So this is their modus operandi,
A would be robber normally assessed who they are going against when they are targeting a victim. Normally a lady driver would have been an easy target for three simple reasons,
1.A weaker victim. (Not mean to be sexist on my part, but would be robber’s perception)
2.They normally have one handbag that carry all their valuables. Just grab that handbag, all the valuables will be in hand. Very efficient way to make a quick get away with maximize profit.
3.In congested traffic conditions, you just cannot chase them down.
Due to the number of traffic lights one has to stop from time to time, this make it easy for motorcycling robbers to assess their would be victim before acting on it. Especially when they stopped their motorcycle next to a would-be victim.
In some way, those ladies (even some guys), wanted to have tinting because they do not want to let outsiders know what they carry at drive seat location or who is inside the car. It makes them a real easy target. When you are stuck in traffic jam, someone rode up from driver side, smash the glass the ran off with your handbag/valuables/laptop.
I knew someone that was robbed before from driver side. I tell you, it is a real pity seeing the person’s paranoid behavior after the fact, hiding valuables under seat, under carpet, glove compartments, coin box..anywhere you can name inside a car.
This victim, one MP (Member of Parliament). She was robbed exactly the same way I described.

Another simpler reason, tropical weather here is extremely hot and people like to have cooler driving condition . Due to both business need and leisure.
Now, you see, two big authorities/brothers (Police and RTD police) tried hard to argue who is more worthy of entitlement to a tinted car window and how to ban the hell out of it for commoners like you and me. Few see the important benefits of having it.
Actually tinting do have 1 negative effect I know very well for law enforcer. If a driver was driving with one hand on the mobile phone. It is quite hard for police to spot the wrongdoing.
The only old reasons I heard of , it was banned because due to fear of concealed weapons and the police also wants to see the driver’s face. See the driver’s face ? Why ?
Those must be the most absurd reasons ever given (I do not know that was really the reason or not). The JPJ (Road and Transport Department) said there is 1991 ruling the stated there should be no more than 70 % or 50% or.. I do not know what.

Very funny, can someone tell me ,where is this 70% / 50% guideline ? Where was it even stated that 70 and 50% rule inside those act ?

If you look carefully, Motored Vehicle Act 1991 is no where to be seen. That was no such documents listed there .(You have Finance act 1991, Girl guides act 1991, Railways act 1991…Child protection act 1991 many more ),
Where is it huh ? I just cannot find them. [Can someone in Law Faculty , please give me a pointer, appreciate that ] . Why is everyone referring to a some law that does not even exist in Attorney General’s Office ?
Oh… no, it was mentioned in the JPJ (RTD) website.. taa..daa (here). If not seen in country Attorney General’s office, since when they starting making their own rule ? Eeeeeks, now it says amendment 2000, not 1991, Let us pay another visit to Attorney’s Chamber again see any “ACT” in 2000 ?
AG Office in 2000 ( Pls scroll to next page and browse it- If I missed it, do let me know ). The RTD web page did not mention about the 1991 Act at all.
Again, no where to be seen. If they like to simply make up any rule, how about banning those refused to wear helmet from the road ?
Lastly, to the police, why so worry about concealed weapons ? Why not try to hunt down those snatch thieves and make yourself useful instead harassing those helpless citizens that live in fear due to your incompetency.
